UNESCO has established the principle that independent and pluralistic media are a prerequisite for a democratic society, and has sponsored seminars on the subject in Windhoek in 1991, Alma Ata in 1992 and Santiago in 1994. UNESCO.has supported the operation of the IFEX network since its inception. Its fundings and those from other organizations have enabled the freedom of expression community to establish this dynamic network, which begins to play a major role in defending the rights and freedom of journalists and independent media organizations worldwide. 2. Long-term obiectives: To contribute to the cause df worldwide human rights in the field of freedom of expression freedom of opinion and the free flow of information, To support the establishment of regional freedom of expression organizations in developing areas, and contribute to the development of appropriate communicationstechnologies to this end, To establish a unique global source of freedom of expression information and make it available to the general public. 3. Immediate obiectives: To operate and expand a computer e-mail network that distributes information and coordinates campaigns for press freedom, To establish communications with existing press freedom organizations and networks in developing countries, assist them in obtaining training and technological support, link them with the IFEX and have them participate in the network, To assist IFEX member organizations in the creation of new regional press freedom organizations where they do not exist. 4. Work plan: The main focus of this proposal is to implement a programme to reach into new regions and countries in the developing world. With the growing availablity of e-mail services in many developing countries, IFEX wishes to substantially increase the number of South organizations linked to the network. In addition, IFEX will provide financial assistance and support to 10 freedom of expression groups in regions where there are serious threats to freedom of expression, where there are no or inadequate links to IFEX, and where the target organization lacks the financial resources to link up on its own. Priority regions for providing assistance are Africa, Asia and the Pacific and Central Asia. The IFEX Clearing House work involves expansion of the "Action Alert Network" through a combination of e-mail, faxes and occasional emergency phone calls.
